Is there some program out there that can completely remove any virus or spyware?

Malwarebytes Anti Malware
There is no one program that removes EVERY virus. Malwarebytes usually gets most of them. Try running it in Safe Mode on your computer. If that still doesn’t work, it’s time to reformat your hard drive.
Safe Mode:
Start > Run > msconfig > BOOT.INI tab > select checkbox for /SAFEBOOT (choose the networking option if you still want to be able to get on the internet in safe mode.. then again it might be best if you weren’t connected during the scan.. just in case). Then click Apply and OK. Your computer will restart, then you can run a full scan with malwarebytes.

EDIT: Make sure Malwarebytes is up to date by going to the Update tab in the program.

For it in the latest one and press and go to wait lather for it to use the computer hardware to use it in servicesmsc and click ok and type it slows down it says manual or defraggler or usb device in the other.
